The singer, who was due to play a concert in New Delhi this evening as part of his world tour, has been forced to cancel the show at the NSIC Exhibition centre because it had been over-sold.
Police officer V. Chahal told AFP: "The organisers failed to explain as to how they would manage law and order inside the ground and traffic outside.
"We cannot risk people's lives. Everything has to be in place before the event begins."
It was reported that 20,000 people were expected to attend 6000-capacity venue.
Adams is also due to play gigs in Bangladesh and Nepal before performing two songs at the opening ceremony of the Cricket World Cup in Dhaka on February 17.
