In an interview with E! Online, the rocker revealed that the song's intended release was shelved last fall amid reports that he was having an affair with Miley's mum Tish.
Michaels later denied accusations that he was ever romantically involved with the popstar's mother.
Cyrus's rendition of the Poison ballad was eventually included as an album track on her third studio record Can't Be Tamed.
"The record label was supposed to have this huge humongous release of 'Every Rose'," he said. "It was going to be Miley's next-step song, but because of that, they stepped back… It really bummed me out."
Michaels further asserted that Cyrus will earn some credibility with rock music fans if the track is ever released as a single.
He added: "I think this is the song that will cross her over… If it happens, it's going to be a big hit."
'Every Rose Has Its Thorn' was originally released in 1988 and it went on to top the US singles chart while cracking the top 20 in the UK as well.
In December 2010, Michaels and his partner Kristi Gibson confirmed that that they plan to marry after more than 16 years together.
