The hall is being arranged by London-based firm 3DTwin. According to the Manchester Evening News, it will feature memorabilia from Manchester's most famous artists over the past few decades.
It will most likely feature artists including The Smiths, Oasis, The Stone Roses, Take That and The Happy Mondays. New Order's Peter Hook has also expressed his backing for the project.
Ex-Oasis member Gallagher spoke of his approval, saying: "Manchester has always punched above its weight musically and it's high time this was celebrated in a way that will act as an inspiration to the next generation of artists."
3DTwin founder Richard Abbot revealed that he is aiming for the building to be the size of a football pitch, housing a live venue, a restaurant and a megastore.
The tracklisting for Gallagher's debut solo album was reportedly leaked earlier this month. The singer is also said to have turned down an offer to join the X Factor judging panel.
