High-level Chechen sources had claimed that the 'Hips Don't Lie' star would join violinist Vanessa-Mae at Kadyrov's 35th birthday party next month.
Several human rights groups protested the appearance of well-known celebrities at the celebration, charging that Kadyrov's government has been responsible for oppression and many deaths.
Shakira's management team officially denied that she will appear at the event in a post on her Twitter account.
"Contrary to any misreporting, Shakira is not performing nor was she ever booked to perform a gig for the Chechen president or government," they said.
Shakira will be given the Latin Grammys' 2011 'Person of the Year' award next month in Las Vegas.
