The singer - real name Ben Drew - will team up with his two backing singers and stylist in the hope that the project will boost talent in his under-privileged community of Forest Gate in east London.
Drew told the Daily Star: "Me and my backing band are always working on ideas in soundcheck and I want to turn it into a proper band.
"It's going to be a real punk band - not in terms of the sound, but having a proper punk ethos in our attitude."
The group will include guitarist Tom Goss, bassist Adam Jordan and stylist Shaun Taymar.
"It'll be great to be a part of a band where everyone has equal responsibilities, including doing press and promotional interviews," Drew added.
"I like having a family feel on tour, with mates and young talent from Forest Gate. The band will be a collective of home-grown talent."
The 27-year-old confirmed that the group will get together to play around with ideas once he has finished filming The Sweeney and released his hip-hop album The Ballad Of Belmarsh.
"Once that's done, hopefully the punk band will get into the studio to see what ideas we can develop," he said.
