Both acts will join Coldplay, Jessie J and Lady GaGa on the show's bill. It will take place at Belfast's Odyssey Arena on November 6.
Speaking about joining the lineup, Bieber said: "It's really exciting to be a part of the MTV EMAs this year. Can't wait to get to Belfast."
Guetta added: "Performing at the 2011 MTV EMAs is a big deal for any artist, but for a DJ, it's a first. I'll be joined by some of my special guest collaborators. I'm excited and honoured - it's going to be a crazy show."
Katy Perry will attend the ceremony to present an award, as will Evanescence's Amy Lee, Heroes star Hayden Panettiere and actor David Hasselhoff.
Other acts confirmed to play include Red Hot Chili Peppers, Snow Patrol, Jason Derulo, LMFAO, Bruno Mars and Queen.
Selena Gomez will host the awards, as well as offering Twitter updates and behind-the-scenes gossip throughout the show.
This year's list recognises talent from Adele, Katy Perry, Lady GaGa and Bruno Mars, among others.
