It will mark the first time the pair have worked together since Clarke left the group in 1981. They will release under the name VCMG.
Gore explained that Clarke emailed him about the idea "out of the blue". He said: "Out of the blue I got an email from Vince just saying, 'I'm interested in making a techno album. Are you interested in collaborating?'"
The album will be released some time in 2012, with an EP titled Spock released next week, on November 30.
Clarke has since enjoyed success with groups including Erasure and Yazoo since leaving Depeche Mode.
Depeche Mode's last studio album was 2009's Sounds of the Universe.
