The singer said that record labels have tightened budgets for all artists in the music industry and advised new talent to self-promote in order to break through.
Speaking to the team behind the O2 December Sessions on the blog Making A Break For It, Rowland said: "I think there are new ways to invest in new talent.
"I'm investing in myself. There used to be a time when record labels would shoot so many different videos and have more of a budget but it is all stripped-down now. But when you believe in something you put money behind it."
Asked what new talent should do to get recognised, she replied: "Definitely self-promote, find places to perform and get out there.
"Perform everywhere. And YouTube - I constantly go on to YouTube to find new things and ideas, it's such a great inspiration."
The former Destiny's Child star recently confessed that she plans to tour her latest album Here I Am throughout 2011, putting her X Factor judging role in doubt.
