The rapper, who was incarcerated in June 2010 for gun possession and tax evasion, insisted that jail is an "amazing" place.
"Outside, you don't meet guys like this every day. This place is amazing," he told nydailynews.
Ja Rule said that disgraced US politician Alan Hevesi and business tycoon Dennis Kozlowski - who he refers to as "Hevey D" and "Koz" - have taken him under their wing. Both are serving time in the same prison.
The star, whose real name is Jeffrey Atkins, added: "Koz just got out on work release. Not to say I wish he was still here. But they're both great, smart guys.
"I was studying for my GED and Koz came in and talked to me and said, if you need any help, let me know."
On his friendship with Hevesi, he said: "Hevey's a Democrat like me, so that helps. He told me how it's like pulling teeth with the two parties trying to get bills passed."
Atkins, who is not scheduled to leave prison until February 2013, releases his new album Pain Is Love 2 in the US later this month.
