The Australian singer, who is best known for songs such as 'Scar' and 'The Special Two', quit the music industry three years ago after becoming homesick and tired while touring the US.
Higgins later went to university to study indigenous studies and carried out some activism and volunteer work, but said that she lost her passion for songwriting.
However, she said that performing at the Lilith Fair in America 18 months ago triggered her inspiration and made her want to stage a musical comeback.
She told The Daily Telegraph: "In the back of my head, I thought everyone would move on and forget about me.
"But Lilith Fair started stoking the fires and I was overwhelmed by the fans, hundreds of them who would wait for me after the gig and ask when the next album was coming out. I am thankful for them and didn't want to keep them waiting any longer."
Higgins's first single 'Unashamed Desire' is scheduled for release on April 23.
