The Girls Aloud star's third studio album A Million Lights has accumulated double the amount of pre-orders compared to Bieber's new record Believe on the Amazon UK store.
"With Cheryl's 'Call My Name' dominating our radio waves, there is a genuine excitement about the release of A Million Lights which looks set to become one of the biggest sellers of the year so far," said Paul Firth, music manager at Amazon UK.
"Cheryl is really establishing herself as a leading female solo artist here in the UK and looks set to have a third number one album."
Former Guns N' Roses guitarist Slash's new album Apocalyptic Love has also gained 80% more pre-orders than Bieber's third outing.
Cheryl Cole's A Million Lights and Justin Bieber's Believe will both be released in the UK on June 18 and are available to pre-order at Amazon now.
Meanwhile, Cole's new single 'Call My Name' is on course to become the fastest selling single in the UK in 2012 so far, after shifting 97,000 copies in its first three days.
