Melvin Benn, chief executive of organisers Festival Republic, said that Paramore, Florence + the Machine and The Black Keys could all top the bill in the next few years.
The acts will play separate days of the festivals this year, with each performing just before headliners The Cure, Kasabian and Foo Fighters.
"Paramore, Florence, The Black Keys - you are seeing future headliners. No question in my view. The act that plays before the headliner will get a similar expectation from the audience," Benn told BBC Radio 1.
Benn also revealed that Paramore had turned down offers to headline other UK festivals this summer as they wanted to play at Reading and Leeds under headliners The Cure.
"They wanted to play that position with The Cure at Reading and Leeds," he said. "They will know when the time's right, and the time will be right soon, I'm sure."
The Vaccines, Enter Shikari, At the Drive-In, Bombay Bicycle Club, You Me at Six and All Time Low are all scheduled to play this year's Reading and Leeds Festivals.
