The former Smiths frontman has reportedly been approached for the venture through his record label Sanctuary.
Last year Morrissey complained about having not been asked to submit a track for the contest. He said, "I was horrified but not surprised to see the UK fail again.
"There's a question I keep asking myself - why didn't they ask me?"
A source told The Sun, "The organisers know the weight having someone like Morrissey would bring. He is their first choice and he is seriously considering it.
"They feel UK music has more to offer and want to make it a serious event to grab public attention."
