According to The Sun, Jackson and Fuller have held a series of secret meetings recently and met in Las Vegas last weekend.
Fuller was the person responsible for Pop Idol, launching the Spice Girls and was the agent behind David Beckham's recent transfer to LA Galaxy.
A source said, "Michael is determined to be a global phenomenon again.
"He knows it won't be easy because he comes with so much baggage, but he thinks that if anyone can pull it off Simon can."
They added, "Simon is excited by the challenge. It's like nothing he has tackled before."
