The 60,000 capacity shows on May 30-31 can be no louder than 75 decibels - just 15 more than the level of normal conversation.
A rock concert commonly reaches around 120 decibels, similar to a chainsaw or a taxiing jet.
The decision was made after local residents objected to the two concerts, the first to be held at the new Ashburton Grove stadium.
It was earlier revealed that an acoustic curtain hundreds of feet wide will be draped from the roof of the venue in an attempt to keep the sound contained inside.
The £10,000 curtain is one of a series of measures introduced to calm residents’ fears about noise levels at the gigs.
Springsteen announced his UK football stadiums tour in December. He will also play Manchester United's Old Trafford Stadium and Cardiff's Millennium Stadium.
