A Western man went skinny dipping in the moat surrounding the Imperial Palace in Tokyo on Tuesday.
Huge crowds gathered in the business district as the Tokyo Metropolitan Police attempted to arrest the offender.
TV footage of the event featured the man being chased by police with a long stick. After spending nearly an hour in the water, he climbed a stone wall and was arrested at the top.
Police officials do not know the man's identity and have not revealed whether he has been charged.
A palace representative claimed that Emperor Akihito was at the residence during the incident, but said it was unlikely that he saw the man.
