Australian men's magazine Ralph intended to include the breasts as a free gift with its January edition, but they have yet to be returned and are unlikely to make the issue.
The carrier left China more than two weeks ago and arrived in Sydney empty last week.
"Unless Somali pirates have stolen them it's difficult to explain where they are," said Ralph editor Santi Pintado. "If anyone finds any washed up on a beach, please let us know."
The loss of the cargo, valued at around $200,000, is a setback for publisher PBL, which is $4.3 billion in debt.
