The protesters lay down in the shape of a giant bull outside the Guggenheim Museum in Bilbao on Saturday to coincide with the start of the city's annual bullfighting festival.
Their campaign comes after the Catalan parliament decided to ban bullfighting in the region from 2012.
Aida Gascon, director of AnimaNaturalis in Spain, told Euro News: "We believe that, after the Catalan parliament's decision last month to ban bullfighting in the region of Catalonia, communities like the Basque Region could also do it. Basque society is becoming more sensitive, rejecting animal mistreatment."
A local resident added: "We're impressed with how well this protest has been done. We don't agree with bullfighting."
