Financial Armageddon may have just about been averted in the US this month, but the To Do list for President Barack Obama still has plenty on it. Right at the top is the closure of the Guantanamo Bay detention camp, promised before the 2008 presidential elections. A Presidential Memorandum was issued in 2009 to shut down the centre, but some complex political wrangling has stopped that becoming a fact.
