The Birmingham resident paid just £33 for the privilege, saying that he wanted to mark the Olympics with something he'd never forget.
"It's not every year we get the Olympic Games - it is history in the making and I wanted to be part of it," he told The Mirror.
"So I thought what better way to mark the occasion than with something that would stick with me for life."
He added: "I've never had one favourite athlete. Steve Redgrave is one of the best-ever Olympians but he can't run the 100 metres.
"This way I can commemorate everyone, all of the greats. People think I'm a bit wacky but I don't care."
His friend said: "When we were sitting in the pub one day he told us what he planned to do. Everybody just laughed at him.
"But then he brought in his form - we were stunned. We all think it's brilliant though."
On why he didn't include a female athlete's name, Manly added: "I didn't really want to go around saying I've got a girl's name."
A UK Deed Poll spokeswoman said: "In this exciting year we are delighted to help celebrate Olympic greats."
A Hartepool woman recently gave herself the world's longest ever name to raise money for charity, while another man changed his name to Tyrannosaurus Rex.
