Francis Kelly, 41, was arrested when he did not stop feeding the animals on Pollokshaws Road, Glasgow on September 26 this year.
Prosecutors claim the Glaswegian became 'threatening and abusive' and adopted an aggressive stance, according to Metro.
Kelly denied the charges, with a court insider adding: "His view is he thought the horses looked hungry, as daft as that sounds."
He was due to stand trial at the city's magistrates' court in February, but the case was later dropped.
