According to The Sun, Stoke-on-Trent residents were treated to the new bin, which is connected to a lamp post, on Wednesday (November 14).
It is believed that the bin was so high up to let electricians get to the wiring when needed.
A member of the public, Gary Challinor, recalled: "At first, when we saw how high up the bin was, we thought it was a joke.
"I had to check to make sure it wasn't April Fools' Day. We thought the bin would be moved further down the post eventually, but it just stayed there."
The council took down the bin after one day.
