Winkler, best known as "The Fonz" from Happy Days, is scheduled to join Schools Secretary Ed Balls to launch the First News Reading Tour at St. Matthew's School in Central London.
The actor is to discuss his own difficulties with dyslexia and promote his Hank Zipzer books.
Winkler said: "I was told I was stupid, lazy and not living up to my potential most of my life. And, when you're younger and you're told that, you believe it. It's part of your self image.
"Just because we learn differently, that does not mean that we are not incredibly smart human beings. That's something I need every child to understand."
The event falls on the first anniversary of the Department for Children, Schools and Families.
Speaking about Winkler's involvement, Balls said: "I'm delighted that Henry is joining us for our first birthday and is supporting our National Year of Reading. The sooner children get into reading, the more they can benefit."
