The terraced building, which housed the former Beatle as a youngster, is among 427 due to be demolished in the Toxteth area of the city.
However, groups in the area have come up with a plan to save the landmark. Number 9 Madryn Street may be taken apart brick by brick and rebuilt in the Museum of Liverpool, due to open in 2010.
Liverpool City Council had originally said the building had "no historical significance" but the museum has expressed an interest in taking it on.
A spokesman for the project explained: "We are hopeful that we will be able to give a home to the childhood house of Ringo Starr. Negotiations are underway with all parties involved, but there are still many details to be worked out."
City Councillor Flo Clucas commented: "It will have the same bricks and much of the original materials."
