Burns, 49, was left unable to eat, drink or speak after undergoing the operation, which he claims "wrecked his career and life" and made him feel "physically repulsive".
Damages of up to £1 million are expected for the Dead Or Alive singer after lawyers for Dr. Maurizio Viel admitted his liability at the High Court.
Burns's representatives claim that between 2000 and 2004, a pro-collagen filler was repeatedly injected at the London Centre for Aesthetic Surgery without adequate testing for side-effects.
The former Celebrity Big Brother contestant said the surgery stopped him from making a comeback with the Pet Shop Boys, adding: "It has taken away my life and my career. I saw doctors in London who said the only option was to amputate my lips. I was suicidal."
