The music mogul told the Mail On Sunday that he often found himself "bored" watching UK politics on TV and wanted to bring it more in line with US coverage.
He said: "The most incredible thing I've seen on TV for absolutely ages was the Sarah Palin/Joe Biden debate. I watched it for an hour and there wasn't one second when I wasn't completely riveted.
"Then you look at the way British politics is covered. Those tedious party conferences and the long-winded dronings-on. It's boring. It means nothing. It's just not entertaining."
The X Factor judge added: "I would love to bring the concept of the American presidential debate to Britain. I know I could engage the audience, get people involved.
"Make it interesting, for God's sake. The public should be involved. That's what it's about."
Cowell, who likened the world of politics to showbusiness, also claimed that he had never voted, "which gives me the perfect credentials for doing a show like that as I would be completely unbiased".
