The Heat actor, who revealed his interest in running for office last year, wants to become governor when Democrat Bill Richardson's second term ends next year.
Kilmer said: "I'm just looking for ways to be contributive. And if that ends up being where I can make a substantial contribution, then I'll run."
The 49-year-old said that he is confident of taking Richardson's seat in office: "What I do for a living is listen. If I run, I'm going to be the next governor."
Kilmer, who was born and raised in Los Angeles, has lived in New Mexico for the past 20 years.
