Danny Hayward told the BBC that auditions for the lead part of Goody would be announced in three weeks' time.
Publicist Max Clifford said: "It's an idea that's got legs, but it's nothing definite. It's not all signed and sealed, but it's something that's likely to happen."
Clifford added that he would help cast the lead roles and promote the musical if it went ahead because he "got very close with Jade in the last year and spent a lot of time with her".
Hayward said: "Jade was just an ordinary girl and the person who plays her will reflect that. The most important thing is to give someone a break, just like she got.
"Her dream as a little girl was to be in a musical, so so obviously when she passed away it felt fitting to do something like this. It's still in its infant stages, but it's definitely going to happen."
Director Nick Love was recently linked to a possible movie biopic of Goody's life.
