The Loose Women panellist criticised the celebrity chef after his recent spat with Australian journalist Tracy Grimshaw.
Ramsay initially refused to say sorry for his offensive comments but later apologised for the incident.
Nolan told The Mirror: "He is like a really naughty, spoilt child who has never been brought into line. He may have apologised for his behaviour. Again. But how can we be sure he means it?"
She added: "If we are really serious in sending out the message to our children and to society in general that bullying and belittling people is wrong then we, the public, have to say that's enough.
"And the only way we can really do that is by striking back at Gordon where it really hurts - his products, TV ratings and book sales."
