According to The PA, the Transformers: Revenge Of The Fallen star was handed the title for the second year in a row, which has only happened once before in the 15-year history of the annual list, when Jennifer Lopez topped the poll in 2001 and 2002.
Jessica Alba reached second place, while Scarlett Johansson jumped from fifth to flesh out the top three.
Jessica Biel, Madeline Zima, Adriana Lima, Elisha Cuthbert, Heidi Montag, Anne Hathaway, and newcomer Katy Perry rounded out the top ten, respectively.
However, Angelina Jolie was placed at number 15, which is her lowest position since entering the list in 2004.
Last year, Fox admitted that she does not consider herself to be sexy.
