A total of 8,750 pairs of tickets were given to fans who entered a lottery organised by the concert promoter.
Over 1.6 million people are said to have applied for tickets, while a number have been removed from online auction site eBay.
Successful applicants will have one wristband fitted to their arm and be given the other, leading to fears that they will be sold on outside the venue before the memorial, The Sun reports.
LA police and city officials have warned all those without tickets to stay away from the Staples Centre, warning that up to 700,000 fans may try to reach the venue.
Spokesman Michael Roth said: "The system we've come up with is the most ideal we know of. Firstly, not everyone has been notified yet they were successful in getting a ticket.
"Secondly, the person who applied for the ticket must be the one who picks up the pass and the wristband. They will be given another loose wristband which they then can choose who to give to."
