The public tribute held at the Staples Centre two weeks ago is estimated to have cost the city around $1.4 million, with expenses including traffic control, security and $1.1 million on overtime pay for more than 3,000 police officers.
Speaking to the City Council yesterday, attorney Carmen Trutanich said that his investigation into why the service cost so much money had "taken an unexpected tour that raises both civil and criminal aspects".
He said that he could not reveal any further details because the investigation is still ongoing, but later told reporters: "I don't even know if there's any crimes that have been committed. We took a turn in a different direction and we're investigating. That's it."
His spokesperson later said that Trutanich's main goal is to "recoup the taxpayers' money" and that he had already spoken to AEG Live, the owners of the Staples Centre, and requested "certain things".
The cost of Jackson's memorial triggered a public backlash, with Councilman Dennis Zine leading the call for a review of expenses. He later branded the ceremony a "rip off" and pointed to the $48,000 spent on sandwiches for police officers.
Representatives for the Staples Centre and AEG Live have yet to comment.
