The 'Not Fair' singer, who has previously been linked to a string of well-known celebrities, is said to be "smitten" with her new boyfriend.
"Lily is tired of only ever being involved with well-known men. She wanted to go out with someone her own age who isn't involved in music or media," Music-News quotes a source as saying.
"Sam works hard as a painter and decorator and leads a totally normal life. Lily is completely smitten with him. They have known each other for a while but have only just started dating properly."
The couple stepped out together earlier this week when they joined artist Damien Hirst for dinner at London restaurant Scott's.
Allen releases new single '22' on August 24.
