The Twilight star was hounded by fans while filming romantic drama Remember Me in the city last month, leading to rumours that the production could be put into lockdown in a bid to protect him.
"Enough is enough. His security people aren't up to the task of keeping him safe, and they have no idea how to deal with the crowds this guy attracts," one police insider is quoted as telling IrishCentral.
Back in June, it was suggested that the 23-year-old star had been clipped by a taxi while attempting to flee fans, although studio executives later played down the incident and insisted that fans had not been to blame.
"That's amateur hour," added the source. "We have celebrities a lot bigger than this guy who can come and go in perfect safety because we know how to take the right precautions. We have presidents and kings come and go. This poor kid can't get in or out of a car without things getting dangerous."
The NYPD has reportedly refused to comment on the rumours.
