The singer, who is in Israel as part of her 'Sticky & Sweet' world tour, was seen eating with the opposition leader in Tel Aviv, WENN reports.
They were joined by the star's partner Jesus Luz and Livni's husband Naftali Shpitzer.
The group reportedly spent four hours at the Stephan Brown restaurant before Madonna and Luz returned to their hotel.
The singer has already caused controversy on her visit to Israel after she hired a police escort. Meanwhile, some Jewish mystics have dismissed her brand of Kabbalah.
