The 62-year-old launched an appeal against his conviction for armed robbery and kidnapping in May, complaining of judicial misconduct, insufficient evidence, lack of racial diversity on the jury and mistakes in sentencing and jury instructions.
However, he has now been told that he must stay in prison while he waits for the verdict.
Simpson and his co-defendant Clarence 'C.J.' Stewart did not meet the "heavy burden" required to post bail, The AP reports.
The three-judge panel also suggested that both men pose a flight risk.
Simpson's lawyer Malcolm LaVergne said that he was disappointed with the ruling.
