Thousands of people turned up to the star's album signing at a New York mall last week, but several fights reportedly broke out after someone mistakenly announced that Bieber was in a nearby shop.
One girl was reportedly hospitalised following the incident.
According to The Daily Telegraph, James A. Roppo of Island Def Jam Records was later arrested on assault charges after declining the authorities' request to send a Twitter message saying the event was cancelled.
Officers allegedly suggested that Roppo's decision not to send the message contributed to some members of the crowd being hurt.
He reportedly appeared in court on Saturday, where the prosecutor allegedly branded his behaviour as "reckless" and accused him of contributing to a "dangerous situation".
He has denied all charges and Island Def Jam Records has reportedly claimed that it is stunned he was arrested for failing to Twitter.
