In late 2008, the Blink 182 drummer and the celebrity DJ, whose real name is Adam Goldstein, chartered a Learjet after a concert in South Carolina.
Moments before take-off, at 150 mph, the tires of the plane spontaneously exploded, sending it off the runway.
On Tuesday, investigators shared their findings with the National Transportation Safety Board at a public meeting and warned that it may be a widespread problem, BBC News reports.
Board chairwoman Deborah Hersman said: "This accident didn't have to happen."
It was suggested that the tires of business jets can lose pressure easily and are not checked by pilots readily enough.
Barker and Goldstein were the only survivors from the crash. Goldstein died of a drug overdose in 2009.
