Smith, who is the host of new Channel 4 cookery show Iron Chef UK, fondled Robinson's assets during a celebrity Weakest Link special in 2008.
"I don't really know how it happened, but I described Anne as full-bodied, and she asked if this meant she had big breasts," he told The Sun.
"She dared me to fondle her breasts. Well, then you have to step up. And I have to say, Anne Robinson - what a brilliant rack! The find of the decade."
Smith and Robinson's actions led to the BBC receiving 16 complaints.
Iron Chef UK starts on Monday, April 26 at 5pm on Channel 4.
