Mills had contacted the watchdog after an article written by Morgan in the newspaper described his "eternal shame" at having "introduced" her to Sir Paul McCartney at the Pride Of Britain Awards in 1999.
The former model and Dancing On Ice star insisted that his comments were inaccurate as she had not spoken to her future husband at the charity event. She stated that McCartney merely saw her speak at the awards and decided to contact her later.
However, the PCC ruled that it was not in a position to reconcile their differing recollections, The Independent reports.
Mills also made a second complaint about the article, insisting that Morgan had been wrong to describe her as the writer of "nothing but bleating letters of complaint to newspapers and divorce lawyers". The 42-year-old told the watchdog that she had, in fact, written a number of books.
Although the PCC acknowledged Mills's work as an author, it ruled that Morgan's remark did not breach any rules.
The article in question was published in March and saw Morgan listing "The 100 British celebrities who really matter". Mills featured at number 100 in the countdown.
