The former NBA star told Life & Style that he believes Woods should ask Nordegren for forgiveness over his multiple affairs.
"He owes his wife an apology. He made a mistake," he said.
"I had no idea any of this stuff was going on."
Barkley added that he believes Woods was in the wrong, but insisted that the issue will not affect their friendship.
"He's my friend no matter what. I don't judge other people, only God can," he said.
It was recently reported that Nordegren stands to receive $100m in the couple's divorce settlement.
