Thousands of people voted in the WENN survey. The socialite and heiress beat reality TV star Tila Tequila to first place.
Hilton, who was questioned by police in South Africa and France this summer following allegations of possessing drugs, gained 62% of the vote.
This was almost twice as many as Tequila, who earned second place.
Kim Kardashian came in third place.
