According to PopEater, the Colombian singer has angered officials in the Spanish city after fans posted videos of her dancing with locals in a water fountain and riding a motorcycle without a helmet during filming of a promo for new single 'Loca'.
A local authority claimed that the star "did not even ask permission to film" the music video at various locations in the city and "does not lead by example".
They also stated that they would be analysing the amateur footage closely "to detect infringements that have been committed during the recording" and added that "you can take this kind of footage without problems" if permission is sought.
'Loco', which also features Dizzee Rascal, will serve as the lead single from Shakira's new album Sal El Sol, due for release in the US on November 2.
