Walters made the announcement during a special show on Thursday night, and claimed that the overseas war commander was the person who she had been most interested by in 2010.
"In life, it seems, there are people who break things and people who fix them," People quotes Walters as saying of the choice. "This man is a fixer."
Also mentioned on Walters's list were the likes of Canadian singer Justin Bieber, newly-announced American Idol judge Jennifer Lopez and the cast of MTV reality show Jersey Shore.
Walters also voted actress Sandra Bullock at the top of her list and interviewed the star about her tumultuous year, which included both an Oscar win and a divorce.
