Gilbert told AOL News: "These days, everyone with a cellphone is a paparazzo. How high do you have to be to let a friend film you? I think she wanted to get caught."
Referring to reports that Cyrus was smoking the legal substance Salvia in the footage, the 46-year-old actress said: "That's bulls**t! I think it was marijuana."
Gilbert also said that she hoped other youngsters would see the incident as a 'cautionary tale' about drug abuse.
