The statement from the This Is It director came during a preliminary hearing to decide whether Murray will be tried for involuntary manslaughter, The AP reports.
Ortega said of Jackson's condition six days before his death: "He didn't look well at all. Michael was chilled and soft-spoken... He wasn't in the kind of condition to be at rehearsal.
"It was scary. I couldn't put my finger on it. I said, 'Michael, is this the best place for you to be or do you want to go home and be with your family?' He said, 'Would you be okay with that?' I said, 'Okay', and he left."
Ortega added that he was summoned to Jackson's home the next day. "Dr Murray was upset that I had sent Michael home the night before and didn't allow him to rehearse," he explained.
Recalling his last conversation with Jackson, Ortega said: "Michael said, 'I know you love me and care about me. You don't have to worry about me. I'm fine', and he gave me a big hug."
The hearing continues.
