Speaking to The Hollywood Reporter, the Oscar winner suggested that he doesn't see an end to the humanitarian crisis that developed after a magnitude 7.0 earthquake struck the country last year.
"There's no end point," he said. "This is where I'll be when I'm not working, for the rest of my life."
Penn further explained that Haiti's citizens continue to struggle due to a lack of credible leadership.
"There are a lot of killers… But there's fallibility in leadership by fear. So we sit down and go, 'Your guy here, he brought us in, he cares', and he gets more power. It's a lot better than threatening them with a machete," the Milk star noted.
The actor currently heads the J/P Haitian Relief Organisation and has helped to establish a refugee camp which currently houses thousands of the displaced.
Earlier this year, Penn criticised fellow activist Wyclef Jean's motives during the singer's bid to become Haiti's president.
