In a court filing, the Charmed actress wrote that she had been "severely unnerved" by Louis S. Santo III, a Connecticut man who she says threatened her agent and others when attempting to contact her.
Police arrested Santo last week on charges of second-degree harassment, second-degree threatening and breach of peace.
A judge previously granted McGowan a temporary restraining order against Santo.
The new order requires Santo to stay away from McGowan and not try to contact her until March 2014.
Santo claims that he has written a script for McGowan and that he dated her in college even though the actress claims not to know him.
