McCartney was awarded a knighthood from The Queen in 1997, while Starr (real name Richard Starkey) currently only has an MBE.
Bruce Forsyth was among those given a knighthood in this year's Birthday Honours List, with Starr left out once again.
McCartney told Absolute Radio: "Yeah, well, don't look at me. The last time I went by she (the Queen) was out.
"Otherwise I would have popped in and said 'Look, love, Sir Richard Starkey'. Because I do think it's about time, but she probably was a bit busy with Sir Brucie."
Ringo Starr recently said that The Beatles were "lucky" to have him as their drummer.
Paul McCartney is set to release an album of pop standards next year.
