Two weeks ago, the 30 Rock star was criticised over several anti-gay jokes he made during a stand-up routine at a show in Nashville, Tennesee.
Morgan has since made a public apology about his comments, but Rivers has said that she thinks it was unnecessary.
"He shouldn't apologise," Rivers told The Daily Beast. "Gay fans? What are they doing seeing him anyhow? Why aren't they watching me and Kathy Griffin?"
Rivers went on to insult Morgan's comedy style and insisted that he was in no way the voice of this generation.
"The biggest crime of all is that Tracy Morgan isn't funny," she added. "You know what he should be apologising for? For charging $86 to see him."
On Friday, Morgan visited gay homeless teens in New York City as part of an event arranged by the Gay and Lesbian Alliance against Defamation.
